In the Care Centers, Axel is highly reactive toward other dogs when they are in close proximity to him. During one incident, he redirected and bit a staff member, though the bite did not break skin. During his assessment, Axel was also observed jumping on staff with his mouth open. When outside with staff in a calm environment, Axel is able to engage in training and relaxation. Medically, Axel is apparently healthy. Axel came into the QUACC after being brought in as a stray. In the care centers, Axel has displayed a low threshold for arousal, including jumping up with his mouth open during activity. When a staff member grabbed his leash near his neck to move him away from another dog, Axel turned, vocalized, and bit the handler's hand, leaving red marks and raised skin without breaking skin.
