Displays avoidance behaviors (turns head sideways, diverts eyes, etc.). When touch dog whips head towards handler and air snaps while retreating. Unsafe to fully handle at this time. Kennel side hands off enrichment plan to help fear based behaviors would be beneficial. Rescue placement for a quiet and calm environment highly recommended.
