He greets staff with a rapidly wagging tail but also cries, barks, and pulls very strongly on leash. Once outside, Baloo has been observed hopping playfully, running along the fence with neighboring dogs, and sniffing toward other dogs with a neutral body and swaying tail. He has also remained neutral when petted. However, Baloo's strength and excitement make him challenging to handle. Staff report that he pulls so powerfully that one handler was pulled into a fence, and his walks have been restricted to short distances for safety. He generally shows little interest in treats while outside.
